Men in Black III

Men in Black III; they're back!  Will Smith, Tom Lee Jones and a younger Agent K played by Josh Brolin will return next summer in MIB3.  The first two were average at best. Why did it take them 10 years from the previous mib2 to make mib3; was it lack of money, creativity or maybe the actors needed 10 years to ponder in doing a third?
